ANDY HOUGHTON
Andy was a UK Senior Police Officer until 2017, being the Head of Joint Operations and Strategic lead for Football Operations across two forces with the Strategic Policing responsibility for Public Order, Counter Terrorism Security Coordination and Emergency Planning.
Andy has significant experience in Strategic and Tactical Command, and the Counter Terrorism Security Coordinator role, including International Cricket and Football competitions; Americas Cup World Series 2015 and 2016; Americas Cup in Bermuda 2017; D-Day 65th and 70th Anniversary; Festivals; and Protected Royal and Ministerial visits.
Andy is a member of the Security Institute and qualified with a 1st class BA Honours Degree in Leadership and Management, Diploma Distinction in Security and Risk Management and a Leve l 6 Advanced Diploma in Counter Terrorism Risk Management. where now he is an assessor on this course with the University of Cumbria
Andy is one of four trainers for the UK Police responsible for delivering the UK “Counter Terrorism Security Coordination” course (CT SecCo) and has designed and delivered training programs throughout the UK and Internationally, including CT Awareness Training to Multi-Agency partners post Paris attacksas well as various Emergency Planning College and numerous other certifications.

JOHN BLAIR
John completed 29 years Police service in 2022. His final role was maintaining oversight of Contact, Command and Control for Police Scotland events and the oversight of the security of the Multiagency Coordination Centre during COP 26 on behalf of the Cabinet Office. He was the inaugural full time Counter Terrorism Security Coordinator for Scotland, spearheading security operations across crowded environments including TRNSMT festival, various Major Sports Championships, marathons, and the protection of Royal and Ministerial attended events. A highly qualified and experienced command and crisis manager, with a MSc in Police Science and Management and BSc (Hons) in Policing and Police Studies.
John is a regular assessor on the UK Police Counter Terrorism Security Coordinators (CT SecCo) course as well as various Emergency Planning College and numerous other Police College certifications.

Lee Bird
Lee is an experienced Counter Terrorism Security Coordinator (CT SecCo) with significant practical experience in complex, high-risk London-based and national events such as the US Presidential visits in 2018 and 2019, Leaders in Counter Terrorism conference in 2022, the Queen’s Platinum Jubilee, and the funeral of Her Majesty the Queen.
With 25 years of policing service, he has extensive and in-depth experience of managing and delivering complex counter terrorism plans and developing contingencies across a range of portfolios. These include airport security, maritime counter terrorism, Ministerial and Royal protection, chemical/biological and explosive ordnance disposal, air security plans, and countering marauding terrorist and vehicle as a weapon attacks.
Lee has designed and delivered national and international training programmes including the EU Counter Terrorism Awareness course; and he has planned and run over 100 counter terrorism and emergency planning exercises. This has ranged from small tabletop exercises up to Tier 1 Home Office multi-agency counter terrorism events.
